The Communications Department is responsible for creating public awareness of the various projects, events, and duties of the county engineer's office. This includes public information, social media, online communications, working with the media, coordination of public meetings, ceremonies, educational activities, connecting with community organizations and special events. Compliance, Permit, Safety, Subdivision & Utility Department

James Jewell

Director

The Compliance, Permit, Safety, Subdivision & Utility Department issues permits and oversees the installation and relocation of all utilities within the right-of-way of county roads. Their work is essential to the timely construction of capital improvements and major maintenance projects, which often begin with the relocation and upgrade of water, sanitary sewer, natural gas, electricity, and communication lines. They also inspect all subdivisions for county acceptance within the townships. For additional information, please contact James Jewell, Director.

Fiscal Department

Robert Byrne

Fiscal Officer

The Fiscal Department is responsible for the coordination of the budget of the Franklin County Engineer's Office and its various operations and projects. They oversee all purchase orders, payables, receivables, construction contract preparation and bid openings, local and grant funding, budget preparation and fiscal adjustments, and audit reviews. In performing this work, they work closely with the administrators and departments of the County Engineer, County Auditor, and County Commissioners. For additional information, please contact Robert Byrne, Fiscal Officer.

Human Resources Department

Angela Phelps

Director

The Human Resources Department balances service and regulatory requirements with responsibility for the selection, advancement, retention, and separation of employees; the recognition of exemplary employee service; and the provision of a safe working environment for all employees.

Functions administered include classification and compensation, payroll, employee relations, employment, safety, and employee development. The HR Department also serves as a liaison to the county administered Benefits and Workers Compensation programs. Additionally, the department provides front desk coverage and strives to assist the public with inquiries both in person and via telephone.

The goal of the Human Resources Department is to work in partnership with departments in meeting their multiple personnel, staffing and related needs and to provide excellent service to both our internal and external customers.  For additional information, please contact Angela Phelps, HR Director.

Information Systems Department

The Information Systems Department’s primary goal is to deliver business services and systems that empower, support, and serve the other departments within the agency. The I.S. Department provides planning, design, implementation, training, and operation of all necessary information technologies and methodologies.They provide network, communication, database, hardware, desktop, and telephone support services to all county engineer employees. These support services extend from the administrative office to remote sites, including the East and West Maintenance Facilities, Tax Map Office, and connected field employees. For additional information, please contact Mike Phelps, Information Systems Manager.
