Contractor Sought for the Fabrication and Delivery of Pedestrian Bridge, Deadline is February 23

Sealed proposals will be received at the office of the Board of County Commissioners of Franklin County, Ohio, until 2:00 p.m., local time on Thursday, February 23, 2012, and the same will be publicly opened at the same hour at said office for the labor and material necessary for the fabrication and delivery of a prefabricated steel pedestrian truss, as per plan, to the following location: Long Road (County Road No. 220) over Blacklick Creek in Portman Park, Madison Township, Franklin County, Ohio.

NOTE TO BIDDERS:  This bid only consists of the fabrication and delivery of a prefabricated steel pedestrian truss, as per plan, and the necessary materials to properly install the prefabricated structure.

The specifications for doing this work as per County Engineer's Plans are on file in the office of the Franklin County Engineer for inspection by all persons interested in the same during business hours each day of the week except Saturday and Sunday.

All proposals shall be made on standard bidding blanks furnished by the County Engineer and shall be addressed to the Board of County Commissioners of Franklin County, Columbus, Ohio.  The envelope containing the proposal shall be endorsed with pertinent description of the work bid upon.  Copies of the project specifications may be obtained from the Franklin County Engineer’s Office, 970 Dublin Road, Columbus, Ohio 43215, at a cost of $15 per set.  All specifications will be sold as a full set, (no partial sales), and all sales are not refundable.  All checks must be made payable to the Franklin County Engineer.

Proposals must contain the name of every person interested therein and shall be accompanied by a bid guaranty and contract bond for the full amount of the bid; or in lieu of a bid guaranty and contract bond the bidder may submit a bid guaranty as provided by Section 153.54 of the Revised Code in the form of a certified check or cashier's check pursuant to Chapter 1305 of the Revised Code.  The amount of the certified check or cashier's check shall be equal to ten percent (10%) of the bid.  The certified check or cashier's check submitted with a bid will be held as a guarantee on an accepted bid proposal.

The contract is scheduled to be awarded on March 13, 2012.  At that time, a bid guaranty and contract bond in the sum of 100% of the bid shall be executed in accordance with Section 307.89 of the Revised Code of Ohio.  All qualified business enterprises will be afforded full opportunity to submit bids in response to this invitation, and no bidder will be discriminated against on the grounds of race, color or national origin in awarding the subject contract.

Certified checks or cashier's checks will be returned to all other bidders after the contract has been awarded.

The bidder’s address shall be included along with his/her signature on the bid.

The work shall be completed no later than May 25, 2012.  Upon failure to complete the work within the time specified, the Contractor shall be governed in accordance with Section 5555.67 of the Revised Code of Ohio.  No proposal shall be considered unless it complies with all the rules and regulations set forth in the Contract documents.  All bidders are urged to carefully read the same and comply with them.  The Board of County Commissioners reserves the right to reject any or all bids.
