Contractor Sought
for Dublin-Granville Road Bridge Rehabilitation Project, Deadline is March 4
Sealed
proposals will be received at the office of the Board of County Commissioners of
Franklin County, Ohio, until 2:00 p.m., local time on Thursday, March 4, 2010,
and the same will be publicly opened at the same hour at said office for the
labor and material necessary for the improvement of Dublin-Granville Road
over Sugar Run, Project FRA-CR546-13.37, PID 86486, Plain Township, Village of
New Albany, Franklin County, Ohio.
The plans, profiles, specifications,
estimates of quantities for doing this work as per County Engineer's Plans are
on file in the office of the County Engineer of Franklin County, for the
inspection by all persons interested in the same during business hours each day
of the week except Saturday and Sunday.
All
proposals shall be made on standard bidding blanks furnished by the
County
Engineer
and shall be addressed to the Board of County Commissioners of
Franklin
County

Columbus

. The envelope containing the
proposal shall be endorsed with pertinent description of the work bid upon.
Copies of the plan and specifications may be obtained from Atlas

, at a cost of $32.00 per set. All
plans will be sold as a full set, (no partial sales), and all sales are not
refundable. All checks must be made
payable to Atlas Blueprint & Supply. Orders

Funding
for this contract has been provided through the American Recovery and
Reinvestment Act of 2009 (ARRA), and is subject to the reporting and operational
requirements of ARRA. Each
contractor, including both prime and subcontractors, are subject to audit by
appropriate federal or state entities. ARRA
funds, as with all federally funded projects, require that all bidders be PRE-QUALIFIED WITH THE OHIO DEPARTMENT OF TRANSPORTATION to submit a
bid for this project.
LABOR AND WAGE RATES: Payment of
predetermined minimum wages to be paid by the successful bidder shall be in
accordance with the Secretary of Labor. Wage
rates shall be computed at wage rates not less than those contained in The Wage
Determination of the Secretary of Labor that is in effect when the contract is
awarded.
Proposals
must contain the name of every person interested therein and shall be
accompanied by a Bid Guaranty and Contract Bond for the full amount of bid or in
lieu of the Bid Guaranty and Contract Bond the bidder may submit a Bid Guaranty
as provided by Section 153.54 of the Revised Code in the form of a certified
check or cashier's check pursuant to Chapter 1305 of the Revised Code.
The amount of the certified check or cashier's check shall be equal to
ten percent (10%) of the bid.
The
certified check or cashier's check submitted with a bid will be held as a
guarantee that if the proposal be accepted and that the contract is scheduled to
be awarded on April 6, 2010. At
that time a Bid Guaranty and Contract Bond in the sum of 100% of the bid shall
be executed in accordance with Section 307.89 of the Revised Code of Ohio.
The Board of County Commissioners hereby notifies all bidders that it
will affirmatively insure that in any Contract entered into pursuant to the
advertisement, minority business enterprises will be afforded full opportunity
to submit bids in response to this invitation and will not be discriminated
against on the grounds of race, color or national origin in consideration for an
award.
Certified
Check or Cashier's Check will be returned to all other bidders after the
Contract has been awarded.
The address of the bidder shall be
given with the signature on the bid.
The
work shall be completed not later than October
29, 2010. Upon failure to complete the work within the time
specified, the contractor shall be governed in accordance with Section 5555.67
of the Revised Code of Ohio.
No proposal shall be considered unless
it complies with all the rules and regulations set forth in the Contract
documents. All bidders are urged to
carefully read the same and comply with them.
The Board of County Commissioners reserves the right to reject any or all
bids.
